Under the supervision of the Director of Finance this position manages the operational areas of the agency's 3 HUD owned properties as well as performs financial reporting and overall assistance to the Financial Division.

Essential Duties and Responsibilities

Property Management Responsibilities

• Collection of rental payments (direct collections at selected properties)
• Assist residents with questions/issues and referring any concerns to Mental
• Health Case Manager (if applicable)
• Address tenants concerns/requested repairs of units
• Prepare and review vendor contracts and communicate with vendors on any issues
• Inspect properties and units
• Develop management agent agreements
• Review applicants for filling vacant units and submit to selection committee
• Read water meters monthly at Woodland Pointe
• Maintain log of work orders
• Initiate and manage procurement of outside vendors
• Set up annual Board meetings
• Prepare annual Board minutes

Financial Responsibilities

• Prepare the annual budget, financial statements and all accounting transactions for these 3 locations
• Prepare work order requisitions and requisitions for payables
• Prepare monthly journal entries for monthly payment to CSB
• Processes vendor payments
• Prepare bank reconciliation
• Prepare REDAP invoices and keep up with ISP updates
• Prepare Circle of Hope financials
• Manage petty cash
• Update SAMS annually for CSB
• Prepare various financial analysis or other requests as needed

HUD Responsibilities

• Prepare new PRAC agreements-annually for all sites
• Manage REAC inspections and oversee pre and post HUD audit findings
• Prepare book audit inspection
• Conduct EIV reports on each resident monthly
• File 990Ns
• Update SAMS annually
• Develop and update procedural manuals
• Research HUD change notices for manual updates and in turn update HUD manuals for each site
• Prepare monthly and interim recertification requests
• Prepare annual recertification
• Review books for annual audit
• Maintain spreadsheet on Escrow account
• Oversee lease requirement/fulfillment
• Maintain resident files
• Maintain EIV report documentation
• Maintain operational manuals

Education

• Associates degree in Accounting
• Requires successful completion of HUD provided training

Experience

• 2-4 years’ experience in financial accounting or equivalent combination of training and experience which provides the required knowledge, skills, and abilities.
• Property Management a plus
